The Standing Senate Committee on Legal and Constitutional Affairs met at 10:50 a.m. this day, in room 257-East Block, the Honourable Senator Beaudoin, Deputy Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Biron, Bryden, Cools, Joyal, P.C., Moore, Pearson and Rivest (9).

Other senator present: The Honourable Senator Grafstein (1).

In attendance: From the Library of Parliament: Nancy Holmes, Researcher, Law and Government Division.

The committee proceeded to consider future business of the committee.

After debate, it was agreed, — That the committee proceed to do a special study on the implementation of statutory review provisions and that the Chair present the following motion in the Senate:

That the Standing Senate Committee on Legal and Constitutional Affairs be authorized to examine and report on the implementation of statutory review provisions contained in selected legislation relating to legal and constitutional matters;

That the papers and evidence received and taken during the examination of such legislation during previous Parliaments, and reports thereon, be referred to the committee;

That the committee submit its final report to the Senate no later than December 20, 2003.

At 11:50 a.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Legal and Constitutional Affairs met at 4:05 p.m. this day, in room 257-East Block, the Honourable Senator Milne, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Bryden, Cools, Joyal, P.C., Milne, Moore, Pearson, Rivest and Taylor (10).

Other senator present: The Honourable Senator Grafstein (1).

In attendance: From the Library of Parliament: Nancy Holmes and Robin MacKay, Researchers, Law and Government Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 12, 2002, the committee proceeded to study Bill C-30, An Act to establish a body that provides administrative services to the Federal Court of Appeal, the Federal Court, the Court Martial Appeal Court and the Tax Court of Canada, to amend the Federal Court Act, the Tax Court of Canada Act and the Judges Act, and to make related and consequential amendments to other Acts.

Ms Judith Bellis, General Counsel and Director, Judicial Affairs, Courts and Tribunal Policy;

Ms Adair Crosby, Counsel, Judicial Affairs, Courts and Tribunal Policy;

Ms Adèle Berthiaume, Counsel, Judicial Affairs, Courts and Tribunal Policy.

Ms Bellis made an opening statement, and together with
Ms Crosby and Ms Berthiaume, answered questions.

At 5:30 p.m., the committee adjourned to the call of the Chair.
