The Standing Committee on Rules, Procedures, and the Rights of Parliament (formerly entitled Privileges, Standing Rules and Orders) met at 10:05 a.m. this day, the Chair, the Honourable Senator Austin, P.C., presiding.

Members of the committee present: The Honourable Senators Austin, P.C., Carstairs, P.C., Day, Di Nino, Gauthier, Joyal, P.C., Losier-Cool, Maheu, Milne, Pitfield, P.C., Poulin, Stratton (12).

In attendance: The official reporters of the Senate.

The committee resumed its clause-by-clause consideration of Bill S-34, An Act respecting royal assent to bills passed by the Houses of Parliament.

The committee resumed debate on the motion of Senator Carstairs, P.C. — That clause 5 carry.

It was agreed, — That clause 5 carry.

The committee resumed debate on the motion of Senator Lynch-Staunton. — That clause 6 carry.

It was agreed, — That clause 6 carry.

Senator Milne moved — That clause 7 carry.

It was agreed — That clause 7 carry.

Senator Carstairs, P.C., moved — That Bill S-34 be amended, on page 1, in the enacting clause of the English version, by replacing line 1 with the following:

``Now, therefore, Her Majesty, by and with the advice and...''.

It was agreed — That the Enacting clause be amended.

Senator Poulin moved — That Clause 1 carry.

It was agreed — That clause 1 carry.

It was moved — That Bill S-34, as amended and with observations, be reported to the Senate.

It was agreed, on division — That the Bill be reported, as amended and with observations agreed to on February 6, 2002, to the Senate.

It was agreed that the letter, dated February 6, 2002, from Senator Carstairs, P.C. and the Honourable Ralph Goodale, addressed to Senator Austin, also be appended to the observations of the report of the committee.

Mr. Jamie Robertson, Researcher, Library of Parliament, briefed the committee on recent developments on the reform of the United Kingdom House of Lords.

Mr. Robertson answered questions from the committee.

At 10:50 a.m., the committee proceeded in camera.

At 11:35 a.m., the committee adjourned to the call of the Chair.
