The Special Senate Committee on the Subject Matter of Bill C-36 met this day, in camera, in room 160-S, Centre Block, at 8:44 a.m., the Honourable Joyce Fairbairn, P.C., Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bacon, Beaudoin, Fairbairn, P.C., Finestone, P.C., Fraser, Jaffer, Kelleher, P.C., Kenny, Kinsella, Lynch-Staunton and Stollery (12).

Other senators present: The Honourable Senators Prud'homme, P.C., Roche, Rompkey, P.C. and Wilson (4).

In attendance: Ben Dolin and John Wright, Research Officers, Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate

Pursuant to its order of reference adopted in the Senate on Wednesday, October 17, 2001, the special committee continued its examination of the subject matter of Bill C-36, An Act to amend the Criminal Code, the Official Secrets Act, the Canada Evidence Act, the Proceeds of Crime (Money Laundering) Act and other Acts, and to enact measures respecting the registration of charities, in order to combat terrorism and explore the protection of human rights and civil liberties in the application of this Act.

The committee proceeded to consider the draft report.

It was agreed — That the committee meet tomorrow at 8:30 a.m.

At 11:34 a.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Andreychuk, Bacon, Beaudoin, Fairbairn, P.C., Finestone, P.C., Fraser, Jaffer, Kelleher, P.C., Kenny, Kinsella, Lynch-Staunton, Murray, P.C. and Stollery (13).

Other senator present: The Honourable Senator Prud'homme, P.C. (1).

In attendance: Ben Dolin and John Wright, Research Officers, Research Branch, Library of Parliament.

Pursuant to its order of reference adopted in the Senate on Wednesday, October 17, 2001, the special committee continued its examination of the subject matter of Bill C-36, An Act to amend the Criminal Code, the Official Secrets Act, the Canada Evidence Act, the Proceeds of Crime (Money Laundering) Act and other Acts, and to enact measures respecting the registration of charities, in order to combat terrorism and explore the protection of human rights and civil liberties in the application of this Act.

The Chair made a statement.

The committee proceeded to consider the draft report.

It was agreed — That the revised draft report be circulated to members prior to the meeting of Steering tomorrow and that any changes can be considered at the time.

It was agreed — That the Steering Committee be authorized to approve the final text of the report.

It was agreed — That the Chair of the Special Committee table its report on the Subject Matter of Bill C-36.

At 12:00 p.m., the committee adjourned to the call of the Chair.
