The Standing Senate Committee on Social Affairs, Science and Technology met this day, in Room 705, Victoria Building, at 4:17 p.m., the Chairman, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cook, Cordy, Fairbairn, P.C., Forrestall, Graham, P.C., Kinsella, Kirby, LeBreton, Murray, P.C., Morin, Robertson and Roche (13).

Other senators present: The Honourable Senators Beaudoin and Lynch-Staunton (2).

In attendance: From the Research Branch of the Library of Parliament: David Goetz.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 20, 2001, the committee began its consideration of Bill S-14, respecting Sir John A. Macdonald Day and Sir Wilfrid Laurier Day.

WITNESSES:

The Honourable John Lynch-Staunton, Sponsor of the bill.

From McGill University:

Desmond Morton, Director, McGill Institute for the Study of Canada.

Senator Lynch-Staunton and Professor Morton each made a presentation and answered questions from the members.

It was agreed - That the committee dispense with clause-by- clause consideration of Bill S-14 and that the Chairman report the bill, without amendment, to the Senate.

It was agreed - That the brief submitted by Professor Morton be printed in the issue of the committee.

It was agreed - That the following budget application for the committee's Special Study on Canadian Identity be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.
