The Standing Senate Committee on Aboriginal Peoples met this day, at 9 a.m. in room 160-S, Centre Block, the Chair, the Honourable Thelma J. Chalifoux, presiding.

Members of the committee present: The Honourable Senators Austin P.C., Carney P.C., Chalifoux, Chaput, Christensen, Gill, Léger, Stratton and Tkachuk (9).

Other senators present: The Honourable Senators Andreychuk, St. Germain, P.C., and Watt (3).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Mary Hurley and Tonina Simeone, Research Officers.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, September 25, 2003, the committee proceeded to examine Bill C-6, An Act to establish the Canadian Centre for the Independent Resolution of First Nations Specific Claims to provide for the filing, negotiation and resolution of specific claims and to make related amendments to other Acts.

WITNESSES:

From the Federal Interlocutor for Metis and Non-status Indians:

Mr. Allan MacDonald, Director.

From the Department of Indian Affairs and Northern Development:

Ms. Audrey Stewart, Director General, Specific Claims;

Mr. Robert Winogron, Senior Counsel.

Mr. MacDonald made a presentation and answered questions.

Ms. Stewart made a presentation and, with Mr. Winogron, answered questions.

The Honourable Senator Carney moved — That Bill C-6 be reported to the Senate without further amendment, but with the recommendation that the Federal Interlocutor for Métis and Non-Status Indians bring forward as soon as possible a proposal to deal in legislative terms with the Powley decision.

After debate, the Honourable Senator Tkachuk moved — That the committee do now adjourn.

The question being put on the motion, it was adopted.

Accordingly, at 10:35 a.m., the committee adjourned to the call of the Chair.
