The Standing Senate Committee on Agriculture and Forestry met this day in Room 705, Victoria Building, at 6:28 p.m., the Chair, the Honourable Senator Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Day, Fairbairn, P.C., Hubley, LaPierre, Oliver and Wiebe (6).

In attendance: From the Research Branch of the Library of Parliament: Frédéric Forge.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 31, 2002, the committee began to consider the impact of climate change on Canada's agriculture, forests and rural communities and the potential adaptation options focusing on primary production, practices, technologies, ecosystems and other related areas. (For a complete text of Order of Reference see proceedings of the committee, Issue No. 1.)

WITNESSES:

From Environment Canada:

Norine Smith, Assistant Deputy Minister, Policy and Communications.

From Agriculture and Agri-Food Canada:

Alrick Huebener, Manager, Policy Development, Environment Bureau.

From Transport Canada:

Robert Lyman, Director General, Environmental Affairs.

From Industry Canada:

John Jaworski, Senior Industry Development Officer, Life Sciences Branch.

From Natural Resources Canada:

Neil MacLeod, Director General, Energy Efficiency;

Paul Egginton, Executive Director, Climate Change Impacts and Adaptation Directorate.

The Chair made an opening statement.

Norine Smith made a presentation and answered questions.

Paul Egginton came to the table to answer questions.

Norine Smith continued to answer questions with Alrick Huebener, John Jaworski, Neil MacLeod and Robert Lyman.

At 8:21 p.m., the committee adjourned to the call of the Chair.

The Chair made an opening statement.

Gordon Miller made a presentation and answered questions with Paul Egginton and Donald S. Lemmen.
