The Standing Senate Committee on Agriculture and Forestry met this day in room 705, Victoria Building, at 5:38 p.m., the Chair, the Honourable Senator Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Chalifoux, Day, Fairbairn, P.C., Gustafson, Hubley, LaPierre, LeBreton, Oliver and Wiebe (9).

In attendance: From the Research Branch of the Library of Parliament: Frédéric Forge.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 31, 2002, the committee began to consider the impact of climate change on Canada's agriculture, forests and rural communities and the potential adaptation options focusing on primary production, practices, technologies, ecosystems and other related areas. (For a complete text of Order of Reference see proceedings of the committee, Issue No. 1)

WITNESSES:

From the Canadian Climate Impacts and Adaptation Research Network:

Mr. David Sauchyn, Coordinator, Prairies Region;

Mr. Stewart Cohen, Scientific Advisor, British Columbia Region.

The Chair made an opening statement.

Mr. David Sauchyn made a statement.

Mr. Stewart Cohen made a statement.

Mr. David Sauchyn and Stewart Cohen answered questions.

At 8:07 p.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Chalifoux, Day, Gustafson, Hubley, Oliver, Tkachuk and Wiebe (7).

In attendance: From the Research Branch of the Library of Parliament: Lori Srivastava and Frédéric Forge; Keli Hogan from the Senate Committees and Private Legislation Directorate; Michael Krauss, Communications Officer, The Hartwell Group.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 31, 2002, the committee began to consider the impact of climate change on Canada's agriculture, forests and rural communities and the potential adaptation options focusing on primary production, practices, technologies, ecosystems and other related areas. Ms. Elizabeth May, Executive Director;

Mr. Martin von Mirbach, Director, Forests and Biodiversity.

The Chair made an opening statement.

Ms. Elizabeth May and Martin von Mirbach made a presentation and answered questions.

The committee recessed at 10:28 a.m.

The committee resumed at 10:31 a.m. and proceeded in camera, pursuant to rule 92(2)(2).

The Honourable Senator Day moved, — That the committee adopt the proposed order of reference on value-added products.

The question being put on the motion — it was agreed.

At 10:41 a.m., the committee adjourned to the call of the Chair.
