The Standing Senate Committee on National Security and Defence met this day, at 1:00 p.m. (in camera) in the V.I.P. Room, Delta Edmonton Hotel, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Banks, Cordy, Day, Forrestall, Kenny, Meighen, Smith, P.C. and Wiebe (9).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves, Research Officer; Major General (ret'd) Keith McDonald, Senior Military Adviser; Chief Superintendent Jean-Pierre Witty, RCMP Liaison Officer; Lieutenant-Colonel David Belovich, DND Liaison Officer; Chief Warrant Officer (ret'd) Maurice Dessureault.

Also present: The official reporters of the Senate.

The committee considered its future agenda in camera.

At 1:55 p.m., the committee suspended its meeting.

At 2:00 p.m., the committee continued its meeting in public in the Mackenzie/Champlain Room.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 30, 2002, the committee proceeded upon its examination on the need for a national security policy for Canada. (See Issue No. 1, Monday, November 4, 2002, for the full text of the Order of Reference.)

WITNESSES:

Mr. Stephen Mandel, Deputy Mayor and Councilor;

Mr. Deryl Kloster, General Manager, Emergency Response Department;

Mr. Bob Black, Director, Office of Emergency Preparedness;

Mr. Dave Hill, Chair, Capital Region Emergency Preparedness Partnership;

Mr. Randy Wolsey, Fire Chief, Fire Rescue Services;

Mr. Steve Rapanos, Chief, Emergency Medical Services;

Mr. Tom Grue, Superintendent, Edmonton Police Service.

Mr. Mandel made a statement and presented a certificate of welcome to the Committee.

Mr. Kloster made a statement and, with Mr. Grue and Mr. Rapanos, responded to questions.

Mr. Black made a statement and responded to questions.

Mr. Hill made a statement and responded to questions.

Mr. Wolsey made a statement and responded to questions.

Pursuant to the motion adopted by the committee on Monday, October 28, 2002, the following material was filed as exhibits with the Clerk.

At 3:25 p.m., the committee suspended its sitting.

At 3:35 p.m., the committee resumed its sitting.

Mr. Langelier made a statement and, with Mr. Rathwell, responded to questions.
