The Standing Senate Committee on National Security and Defence met this day, at 9:15 a.m. in Acadia A/B Room, Casino Nova Scotia Hotel, Halifax, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Banks, Cordy, Forrestall, Kenny, Meighen, Smith, P.C. and Wiebe (8).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Dawson, Analyst; Major General (Ret'd) Keith McDonald, Senior Military Adviser; Commander Gerry Powell, DND Liaison Officer; Superintendent Gerry Doucet, RCMP Liaison Officer; Chief Warrant (Ret'd) Maurice Dessureault; Veronica Morris, Communications Officer.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 30, 2002, the committee proceeded upon its examination on the need for a national security policy for Canada. (See Issue No. 1, Monday, November 4, 2002, for the full text of the Order of Reference.)

The committee paid tribute to the memory of the late Grant Purves, Analyst with the Library of Parliament, who was assigned as a researcher to the committee.

Rear-Admiral Davidson, Commander Earnshaw and Captain (N) Williams made opening statements and responded to questions.

At 11:05 a.m., the committee suspended its sitting.

At 11:10 a.m., the committee resumed its sitting.

Mr.Wilson made a statement and responded to questions.
