The Standing Senate Committee on National Security and Defence met this day, at 9:10 a.m. in Salon A, Mountbatten Room, Delta Chelsea Hotel, Toronto, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Banks, Forrestall, Kenny and Meighen (5).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Dawson, Analyst; Commander Gerry Powell; Superintendent Gerald Doucet, RCMP Liaison Officer; Veronica Morris, Communications Officer.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 30, 2002, the committee proceeded upon its examination on the need for a national security policy for Canada. (See Issue No. 1, Monday, November 4, 2002, for the full text of the Order of Reference.)

WITNESSES:

From the City of Toronto:

Dr. Sheela Basrur, Medical Officer of Health;

Dr. Bonnie Henry, Associate Medical Officer of Health;

Mr. Barry Gutteridge, Commissioner, Department of Works and Emergency Services;

Chief William Stewart, Fire Chief and General Manager, Toronto Fire Services;

Mr. Bruce Farr, Chief and General Manager, Toronto Emergency Medical Services;

Staff Superintendent Emory Gilbert, Operational Support Services, Toronto Police Services.

Dr. Basrur made a statement and with Dr. Henry responded to questions.

At 10:45 a.m., the committee suspended its sitting.

At 10:55 a.m., the committee resumed its sitting.

Mr. Gutteridge made a statement and with Chief Stewart, Mr. Farr and Staff Superintendent Gilbert responded to questions.

Pursuant to the motion adopted by the committee on Monday, October 28, 2002, the following material was filed as exhibits with the Clerk:

Dr. Colin D'Cunha, Commissioner of Public Health, Chief Medical Officer of Health.

From the Ontario Provincial Police:

Superintendent Bob Goodall, Bureau Commander, Field and Traffic Support Bureau.

Dr. Young made a statement and with Mr. McKerrell, Dr. D'Cunha and Superintendent Goodall responded to questions.
