The Standing Senate Committee on Energy, Environment and Natural Resources met at 5:07 p.m. this day, in room 257, East Block, the Honourable Tommy Banks, Chair, presiding.

Members of the committee present: The Honourable Senators Banks, Buchanan, P.C., Christensen, Eyton, Kenny, Milne, Spivak and Watt (8).

In attendance: From the Library of Parliament: Lynne Myers, Researcher, Science and Technology Division and James McQueen, Researcher, Economics Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 22, 2002, the committee proceeded to study Bill C-5, An Act respecting the protection of wildlife species at risk in Canada. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 2, October 24, 2002.)

WITNESSES:

AS A PANEL:

From the Land Resource Partnership:

David Pope, Director.

From the Ontario Property and Environmental Rights Alliance:

Bob Woolham, President, Association of Rural Property Owners (member organization and eastern Ontario representative of the OPERA coalition).

From Justice Canada:

David Near, Senior Counsel.

David Pope and Bob Woolham each made a statement. Together the witnesses answered questions.

At 6:02, the meeting was suspended.

At 6:11, the meeting resumed.

David Near answered questions.

At 6:40, the committee proceeded in camera, pursuant to rule 92(2)(f) for the purpose of studying a draft budget.

It was agreed, — That the following budget application for the committee's special study be approved for submission to the Committee on Internal Economy, Budgets and Administration:

Summary of Expenditures

Professional and Other Services $ 37,900

Transportation and Communications $ 153,390

Other Expenditures $ 2,000

TOTAL $ 193,290

At 6:50 p.m., it was agreed that the committee adjourn to the call of the Chair.

From the Western Canada Wilderness Committee:

Gwen Barlee, Endangered Species Coordinator.

The Honourable Senator Watt shared with the other members his concerns regarding the non-derogation clause contained in this Bill.

It was agreed, — That the Steering Committee discuss this matter and decide how to deal with this issue.

At 9:10 a.m., Gwen Barlee made an opening statement and answered questions.

At 10:25 a.m., it was agreed that the committee adjourn to the call of the Chair.
