The Standing Senate Committee on Fisheries and Oceans met this day at 7:06 p.m., in Room 505, Victoria Building, the Chair, the Honourable Gerald J. Comeau, presiding.
Members of the committee present: The Honourable Senators Cochrane, Comeau, Cook, Hubley, Mahovlich and Watt (6).
In attendance: Claude Emery, Research Analyst, Library of Parliament.
Also in attendance: The official reporters of the Senate.
The committee resumed consideration of its Order of Reference pertaining to its study on matters relating to straddling stocks and to fish habitat. (See committee proceedings of November 5, 2002, Issue No. 1.)
WITNESSES:
From the Pacific Fisheries Resource Conservation Council:
The Honourable John Fraser, Chair;
Dr. Jeffrey Marliave, Member;
Dr. Paul LeBlond, Member.
It was moved by the Honourable Senator Cook — That the following revised budget application for the fiscal year extending from April 1, 2003 to March 31, 2004, be concurred in and that the Chair submit the application to the Standing Senate Committee on Internal Economy, Budgets and Administration.

The question being put on the motion, it was adopted.
Beginning at 7:10 p.m., the Honourable John Fraser made a presentation and, together with Drs. LeBlond and Marliave, answered questions. The Honourable John Fraser submitted a brief.
At 8:27 p.m., the Honourable Senator Cook took the Chair. At 8:31 p.m., the Honourable Senator Comeau returned to the Chair. At 9:19 p.m., the committee adjourned to the call of the Chair.

Other senator present: The Honourable Fernand Robichaud, P.C. (1).
In attendance: Claude Emery, Research Analyst, Library of Parliament.
Also in attendance: The official reporters of the Senate.
The committee resumed consideration of its Order of Reference pertaining to its study on matters relating to straddling stocks and to fish habitat. (See committee proceedings of November 5, 2002, Issue No. 1.)
WITNESS:
Mr. Mike Samson, Deputy Minister of Fisheries and Aquaculture, Newfoundland and Labrador.
Mr. Samson submitted a brief, made a presentation and answered questions.
At 8:19 p.m., the committee proceeded to discuss a draft report in camera. It was agreed — That the following staff members be allowed to remain in the room during the in camera discussion: Don Jackson and Nicole Power. It was further agreed that Mike Samson be allowed to remain in the room during this discussion, along with his Assistant Deputy Minister, Brian Meaney.
At 8:38 p.m., the committee adjourned to the call of the Chair.
