The Standing Senate Committee on Fisheries and Oceans met this day at 7:03 p.m., in room 505, Victoria Building, the Chair, the Honourable Gerald J. Comeau, presiding.
Members of the committee present: The Honourable Senators Adams, Cochrane, Comeau, Cook, Mahovlich, Phalen and Watt (7).
In attendance: Claude Emery, Research Analyst, Library of Parliament.
Also present: The official reporters of the Senate.
The committee resumed consideration of its Order of Reference pertaining to its study on matters relating to straddling stocks and to fish habitat. (See Committee Proceedings of November 5, 2002, Issue No. 1.)
WITNESSES:
From the Commission for Environmental Cooperation of North America:
Mr. Victor Shantora, Acting Executive Director;
Mr. Geoffrey Garver, Director, Submissions on Enforcement Matters Unit.
Mr. Shantora made a presentation and, together with Mr. Garver, answered questions.
The meeting was suspended at 8:30 p.m. and, in accordance with rule 92(2)(e), resumed in camera at 8:34 p.m. for the purpose of discussing a future agenda.
It was agreed that the Chair of the committee be empowered to ask the Senate to authorise the committee to study quota allocations and benefits to Nunavut and Nunavik fishermen.
At 9:17 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Fisheries and Oceans met this day in camera at 7 p.m., in room 505, Victoria Building, the Chair, the Honourable Gerald J. Comeau, presiding.
Members of the committee present: The Honourable Senators Adams, Cochrane, Comeau, Cook, Mahovlich, Phalen and Watt (7).
In attendance: Claude Emery, Research Analyst, Library of Parliament.
The committee resumed consideration of its Order of Reference pertaining to its study on matters relating to straddling stocks and to fish habitat. (See committee proceedings of November 5, 2002, Issue No. 1.)
In accordance with rule 92(2)(e), the committee met in camera for the purpose of discussing a future agenda.
It was agreed that a draft report on the committee's investigation of the May 2003 leak of its draft 5th Report be prepared for consideration in September 2003.
The committee commenced consideration of its Order of Reference pertaining to its study on matters relating to quota allocations and benefits to Nunavut and Nunavik fishermen. (See Issue No. 8 of the committee proceedings.)
It was agreed that the committee hear the following witnesses as early as possible in the fall, meeting on both Tuesday and Wednesday evenings if necessary: representatives from the Baffin Fisheries Coalition, officials from the Nunavut Department of Sustainable Development, representatives from the Nunavut Wildlife Management Board, representatives from Nunavut Tunngavik Incorporated, representatives from the Makivik Corporation, representatives from selected Hunters and Trappers Organisations, and Mr. Burt Hunt from the Eastern Arctic Area Office of the federal Department of Fisheries and Oceans.
At 7:48 p.m., the committee adjourned to the call of the Chair.
