The Standing Senate Committee on Energy, Environment and Natural Resources met at 8:35 a.m. this day, in room 257, East Block, the Deputy Chair, the Honourable Mira Spivak, presiding.

Members of the committee present: The Honourable Senators Buchanan, P.C., Christensen, Cochrane, Eyton, Finnerty, Kenny, Kinsella, Milne, and Spivak (9).

Other senator present: The Honourable Senator Morin.

In attendance: From the Library of Parliament: Lynne Myers, Research Analyst, Science and Technology and Frédéric Beauregard-Tellier, Economics Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Monday, February 23, the Committee proceeded to study Bill C-260, An Act to amend the Hazardous Products Act (fire safe cigarettes)

WITNESSES:

From Imperial Tobacco Canada:

Pierre Fortier, Vice-President Corporate Affairs;

Donald McCarty, Vice-President, Law, General Counsel;

Stewart Massey, Director of Scientific Affairs.

From the Senate:

The Honourable Yves Morin, Senator (Sponsor of the bill).

From the House of Commons:

John McKay, M.P., Parliamentary Secretary to the Minister of Finance.

Mr. Fortier and Mr. McCarty each made a statement. Together the witnesses answered questions.

The Honourable Senator Morin made a statement and answered questions.

John McKay made a statement and answered questions.

The Honourable Senator Kenny moved, that the Committee move to clause-by-clause consideration of Bill C-260, An Act to amend the Hazardous Products Act (fire-safe cigarettes).

The question being put on the motion, it was adopted.

It was agreed, that the Title stand postponed.

It was agreed, that clause 1 carry.

It was agreed, that clause 2 carry.

It was agreed, that clause 3 carry.

It was agreed, that clause 4 carry.

It was agreed, that the Title carry.

It was agreed, that the Bill be adopted without amendment.

It was agreed, that the Deputy Chair, report this bill at the next sitting of the Senate.

At 10:20 a.m., it was agreed that the committee adjourn to the call of the Chair.
