The Standing Senate Committee on Energy, Environment and Natural Resources met in camera at 5:15 p.m. this day, in room 257, East Block, the Chair, the Honourable Tommy Banks, presiding.
Members of the committee present: The Honourable Senators Banks, Buchanan, P.C., Cochrane, Finnerty, Merchant, Milne and Spivak (7).
In attendance: From the Library of Parliament: Lynne Myers, Research Analyst, Science and Technology and Frédéric Beauregard-Tellier, Economics Division.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 10, 2004, the committee continued its examination of emerging issues related to its mandate. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1.)
Pursuant to rule 92(2)(f) the committee proceeded in camera for the consideration of a draft report.
It was agreed that, as requested by Senator Carney, she be permitted to attend the 2nd Annual Pacific Canada and North Coast Offshore Oil and Gas Development Conference on behalf of the committee.
At 6:55 p.m., it was agreed that the committee adjourn to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 10, 2004, the committee continued its examination of emerging issues related to its mandate. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1.)
In the unavoidable absence of the Deputy Chair, the Honourable Senator Finnerty moved that the Honourable Senator Milne serve as Acting Chair until such time as Senator Spivak arrives at the meeting.
The question being put on the motion, it was adopted.
Pursuant to rule 92(2)(f) the committee proceeded in camera for the consideration of a draft report.
At 9:34 a.m., the Honourable Senator Spivak took the Chair.
At 10:00 a.m., it was agreed that the committee adjourn to the call of the Chair.

The Honourable Senator Milne moved that the committee dispense with clause-by-clause consideration of Bill C-28, to amend the Canada National Parks Act and that the bill be reported to the Senate without amendment.
The question being put on the motion, it was adopted.
