The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:15 p.m., in room 705, Victoria Building, the Honourable George J. Furey, Chair, presiding.
Members of the committee present: The Honourable Senators Baker, P.C., Beaudoin, Bryden, Buchanan, P.C., Cools, Furey, Jaffer, Joyal, P.C., Nolin, Pearson and Smith (11).
Other senators present: The Honourable Senators Kinsella, Lynch-Staunton, Mercer, Murray, P.C. and Prud'homme, P.C. (5).
In attendance: From the Library of Parliament: Margaret Young and James Robertson.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Friday, February 20, 2004, the committee began its consideration of Bill C-5, An Act respecting the effective date of the representation order of 2003.

The Honourable Jacques Saada, P.C., M.P., Leader of the Government in the House of Commons and Minister responsible for Democratic Reform.

The Honourable Jacques Saada, P.C., M.P. and Jean-Pierre Kingsley made a statement and together, witnesses answered questions.
The Honourable Jacques Saada, P.C., M.P. and Jean-Pierre Kingsley each submitted briefs to the committee.
The committee proceeded to discuss the consideration of a draft budget.
The Honourable Senator Beaudoin moved, that the following budget application be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration, subject to the granting by the Senate of authority to engage the service of personnel:

The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 10:56 a.m., in room 257, East Block, the Honourable George J. Furey, Chair, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Baker, P.C., Beaudoin, Bryden, Buchanan, P.C., Cools, Furey, Joyal, P.C., Mercer, Nolin, Pearson and Smith (12).
In attendance: From the Library of Parliament: Margaret Young and Robin McKay.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Friday, February 20, 2004, the committee continued its consideration of Bill C-5, An Act respecting the effective date of the representation order of 2003.
It was agreed, that the committee move to clause-by-clause consideration of Bill C-5.
It was agreed, that the title stand postponed.
It was agreed, that clause 1 carry.
It was agreed, that clause 2 carry.
It was agreed, that clause 3 carry.
It was agreed, that the title carry.
It was agreed, that the Bill, without amendment, carry.
It was agreed, that the Chair report the Bill today, without amendment, to the Senate.
At 11:00 a.m., the committee proceeded to study Bill C-16.
Pursuant to the Order of Reference adopted by the Senate on Friday, February 20, 2004, the committee began its consideration of Bill C-16, An Act respecting the registration of information relating to sex offenders.
