The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:10 p.m., in room 257, East Block, the Chair, the Honourable George J. Furey, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Banks, Cools, Furey, Jaffer, Joyal, P.C. and Nolin (7).

Other senator present: The Honourable Senator Lapointe (1).

In attendance: From the Library of Parliament: Margaret Young.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 11, 2004, the committee continued its consideration of Bill S-6, to amend the Criminal Code (lottery schemes). (For complete text of Order of Reference see proceedings of the committee, Issue No. 1.)

Hal Pruden, Counsel.

Hal Pruden made a statement and answered questions.

Hal Pruden submitted a brief to the committee.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 9, 2004, the committee began its consideration of Bill S-11, to repeal legislation that has not been brought into force within ten years of receiving royal assent. John Mark Keyes, Legislative Policy and Development.

John Mark Keyes made a statement and together, witnesses answered questions.

At 11:41 a.m., the Committee proceeded to discuss Bill C-17.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 9, 2004, the committee continued its consideration of Bill C-17, to amend certain Acts. (For complete text of Order of Reference see proceedings of the committee, Issue No. 5.)
