The Standing Senate Committee on Transport and Communications met this day at 9:36 a.m., in room 505, Victoria Building, the Chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Adams, Andreychuk, Beaudoin, Corbin, Day, Fraser, Graham, P.C., Jaffer, LaPierre, Phalen, and Stratton (11).

Other senators present: The Honourable Senator Eyton (1).

In attendance: Allison Padova, Research Officer, Parliamentary Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 11, 2004, the committee began its examination of Bill C-7, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety.

WITNESSES:

John A. Read, Director General, Transport Dangerous Goods;

Sherill Besser, Senior Counsel, Legal Services.

From Public Safety and Emergency Preparedness Canada:

John Clark, Deputy Director General, Policing Policy Division.

From the Canada Border Services Agency:

Debra Normoyle, Head, Immigration Enforcement;

Andrea Spry, Director, Risk Assessment Systems.

From Citizenship and Immigration Canada:

Julie Watkinson, Counsel, Enforcement Team.

The Honourable Senator Phalen moved:

That with respect to Bill C-7, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, the Chair shall receive no motions dealing with the final disposition of the bill in committee prior to the completion of the hearing of all scheduled witnesses.

The question being put on the motion, it was adopted.

Messrs. Read and Clark and Ms. Normoyle made presentations and, with Ms. Spry, Ms. Watkinson, and Ms. Besser answered questions.

At 12:14 p.m., it was agreed that the committee adjourn to the call of the Chair.

Commissioner Zaccardelli made a statement and answered questions.

Ms. Stoddart made a statement and, with Ms. Black answered questions.

Ms. Bercovitch and Mr. Potter, made a statement and answered questions.

At 1:53 p.m., the committee suspended.

At 1:57 p.m., the committee resumed.

Ms. Cohen, Messrs. Friedman and Tassé, Ms. Webb, and Messrs. Baksh and Mia made presentations and answered questions.

The Honourable Senator Corbin moved:

That the questions submitted by the Canadian Association of University Teachers be printed as an appendix to this day's Minutes of Proceedings (see Appendix 5900.3.37/T1-C-7, 3 "1'').

The question being put on the motion, it was adopted.

At 3:15.p.m., it was agreed that the committee adjourn to the call of the Chair.
