The Standing Senate Committee on Agriculture and Forestry met this day, at 4:05 p.m., in room 9, Victoria Building, the Honourable Joyce Fairbairn, P.C., presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Callbeck, Fairbairn, P.C., Gill, Hubley, Mercer, Mitchell and Tkachuk (8).

In attendance: Frédéric Forge, Tara Gray and Jean-Denis Fréchette from Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

The committee proceeded to study Bill C-40. An Act to amend the Canada Grain Act and the Canada Transportation Act.

APPEARING:

The Honourable Wayne Easter, P.C., M.P., Parliamentary Secretary to the Minister of Agriculture and Agri-Food.

WITNESSES:

Agriculture and Agri-Food Canada:

Howard Migie, Director General, Strategic Policy Branch.

Canadian Grain Commission:

Régis Gosselin, Director, Corporate Services.

Transport Canada:

John Dobson, Senior Policy Coordinator Grain Monitoring.

At 4:10 p.m., the Honourable Wayne Easter made a statement and together with the other witnesses answered questions.

At 4:50 p.m., it was agreed that the committee proceed to clause-by-clause consideration of Bill C-40.

It was agreed that the title stand.

It was agreed that clause 1 stand.

It was agreed that clause 2 carry.

It was agreed that clause 2.1 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that title carry.

It was agreed that clause 1 carry.

It was agreed that Bill C-40 be adopted without amendment.

It was agreed that the Chair report Bill C-40 at the next sitting of the Senate.

At 4:55 p.m., pursuant to rule 92(2)(e) the committee sat in camera to study its draft report.

At 5:15 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Agriculture and Forestry met this day in camera, at 8:05 a.m., in room 705, Victoria Building, the Honourable Joyce Fairbairn, P.C. presiding.

Members of the committee present: The Honourable Senators Callbeck, Fairbairn, P.C., Gill, Hubley, Mercer, Mitchell, Oliver and Tkachuk (8).

In attendance: Frédéric Forge and Tara Gray from Research Branch of the Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 19, 2004, the committee continued its consideration of the present state and the future of agriculture and forestry in Canada (See Issue No. 1, Tuesday, October 19, 2004, for full text of order of reference).

Pursuant to rule 92(2)(e) the committee sat in camera to study its draft report.

It was moved by the Honourable Senator Oliver that the draft report entitled Cattle Slaughter Capacity in Canada be adopted with corrections and that the Chair present it at the next sitting of the Senate.

After debate, the question being put on the motion, it was adopted.

At 9 a.m., the committee adjourned to the call of the Chair.
