The Special Committee on the Anti-terrorism Act met at 10:30 a.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Joyce Fairbairn, P.C., presiding.

Members of the committee present: The Honourable Senators Andreychuk, Austin, P.C., Day, Fairbairn, P.C., Fraser, Jaffer, Joyal, P.C., Kinsella, Lynch-Staunton and Smith, P.C. (10).

In attendance: Benjamin Dolin and Jennifer Wispinski, Analysts, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Monday, December 13, 2004, the committee continued its comprehensive review of the provisions and operation of the Anti-terrorism Act (S.C. 2001, c.41). (For complete text of the Order of Reference, please see Issue No. 1 of the proceedings of the committee.)

WITNESSES:

Canadian Security Intelligence Service:

Jim Judd, Director;

Dale Neufeld, Deputy Director of Operations.

The Chair made a statement.

Mr. Judd made a presentation and, together with Mr. Neufeld, answered questions.

At 11:59 a.m., the committee adjourned to the call of the Chair.

Jim Judd, Director;

Dale Neufeld, Deputy Director of Operations.

Mr. Judd committed to provide the committee with documents submitted to the Arar Inquiry with respect to the external review of the Canadian Security Intelligence Service (CSIS).

At 1:55 p.m., the committee adjourned to the call of the Chair.
