The Standing Senate Committee on Banking, Trade and Commerce met this day, at 4:02 p.m., in room 9, Victoria Building, the Chair, the Honourable Jerahmiel S. Grafstein, presiding.

Members of the committee present: The Honourable Senators Angus, Biron, Goldstein, Grafstein, Harb, Hervieux- Payette, P.C., Massicotte, Moore, Oliver, Plamondon, Stratton and Tkachuk (12).

Other senator present: The Honourable Senator Segal (1).

In attendance: June Dewetering, Acting Principal, and Sheena Starky, Analyst, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 20, 2004, the committee continued its consideration of the present state of the domestic and international financial system. (See Issue No. 2, November 24, 2004, for the full text of the Order of Reference.)

WITNESSES:

Bank of Canada:

David Dodge, Governor;

Paul Jenkins, Senior Deputy Governor.

The Chair made an opening statement.

Mr. Dodge made a statement and, with Mr. Jenkins, answered questions.

At 5:58 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Banking, Trade and Commerce met this day, at 10:50 a.m., in room 9, Victoria Building, the Chair, the Honourable Jerahmiel S. Grafstein, presiding.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, November 16, 2004, the committee continued its consideration of consumer issues arising in the financial services sector. (See Issue No. 1, November 18, 2004, for the full text of the Order of Reference.)

Terry Campbell, Vice-President, Policy.

Financial Consumer Agency of Canada:

Susan Murray, Director, Consumer Education and Public Affairs.

Canadian Payments Association:

Pierre Roach, Vice-President, Payment Services;

Doug Kreviazuk, Vice-President, Policy and Research.

Canadian Payday Loan Association:

Norman J.K. Bishop, Board Secretary.

The Chair made an opening statement.

Mr. Campbell, Ms. Murray and Mr. Kreviazuk made statements and, together with Ms. Bourassa and Mr. Roach, answered questions.

At 12:25 p.m., the committee suspended.

At 12:30 p.m., the committee resumed.

The Chair made a statement.

Mr. Bishop made a statement and answered questions.

At 1:15 p.m., the committee adjourned to the call of the Chair.
