The Standing Senate Committee on National Security and Defence met this day, in camera, at 9:08 a.m., in room 160-S (subcommittee), Centre Block, the Chair, the Honourable Colin Kenny, presiding.
Members of the committee present: The Honourable Senators Atkins, Banks, Kenny, Meighen, Mercer, Munson and Trenholme Counsell (7).
Other senator present: The Honourable Senator Stollery (1).
In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Dawson and William Price, Analysts; Kevin Pittman, Legislative Clerk, Committees Directorate; and Captain (N) Kenneth Stewart, DND Liaison Officer.
In accordance with rule 92(2)(e), the committee considered its draft agenda.
At 9:32 a.m., the committee suspended its sitting.
At 9:40 a.m., the committee resumed its sitting in public in room 160-S, Centre Block.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 20, 2004, the committee proceeded to continue to examine and report on the national security policy for Canada. (See Issue No. 1 of the committee's proceedings for the full text of the Order of Reference.)

Desmond Morton, Professor, Department of History.
The Chair made an opening statement.
Desmond Morton made a presentation and answered questions.
At 11:05 a.m., the committee suspended its sitting.
At 11:15 a.m., the committee resumed its sitting in camera in room 172-E, Centre Block, to consider its draft report.
At 12:50 p.m., the committee suspended its sitting.
At 1:15 p.m., the committee resumed its sitting.
At 4:13 p.m., Senator Meighen assumed the Chair.
At 4:15 p.m., Senator Kenny returned to the Chair.
At 8:40 p.m., Senator Munson assumed the Chair.
At 8:43 p.m., Senator Kenny returned to the Chair.
It was moved by the Honourable Senator Munson:
That the committee adopt the report; and
That the Chair, in consultation with the Deputy Chair, be authorized to make minor editorial, stylistic and factual changes to the report as needed.
The question being put on the motion, it was adopted.
At 9:05 p.m., the committee adjourned to the call of the Chair.
