The Standing Senate Committee on National Security and Defence met this day in camera at 9:40 a.m., in room 172-E, Centre Block, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Banks, Cordy, Day, Forrestall, Kenny, Meighen and Munson (8).

In attendance: From the Parliamentary Research Branch, Library of Parliament: William Price and Grant Dawson, Analysts; Major General (Ret'd) Keith McDonald, Senior Military Advisor; Captain (N) Kenneth Stewart, DND Liaison Officer; Inspector Harold O'Connell, RCMP Liaison Officer; Barry Denofsky, National Security Advisor.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 20, 2004, the committee continued its examination on the need for a national security policy for Canada. (See Issue No. 1, Monday, October 25, 2004, of the committee's Proceedings for the full text of the Order of Reference.)

In accordance with rule 92(2)(e), the committee considered its draft agenda.

At 10:00 a.m., the committee suspended its sitting.

At 10:05 a.m., the committee resumed its sitting in public in room 160-S, Centre Block.

Lieutenant-General Ken Pennie, Chief of Air Staff.

The Chair made an opening statement.

At 11:42 a.m., the committee suspended its sitting.

At 11:48 a.m., the committee resumed its sitting.

At 1:14 p.m., the committee suspended its sitting.

At 1:24 p.m., the committee resumed its sitting in camera in room 172-E, Centre Block.

At 2:05 p.m., the committee resumed its sitting in public in room 160-S, Centre Block.

The Standing Senate Committee on National Security and Defence met this day in camera at 12:12 p.m., in room 172-E, Centre Block, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Banks, Cordy, Day, Forrestall, Kenny and Meighen (7).

Other senator present: The Honourable Senator Nolin (1).

In attendance: From the Parliamentary Research Branch, Library of Parliament: William Price.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 20, 2004, the committee continued its examination on the need for a national security policy for Canada. In accordance with rule 92(2)(e), the committee considered its draft agenda.

At 1:08 p.m., the committee proceeded in public.

It was moved by the Honourable Senator Forrestall that the following budget application for the fiscal year ending March 31, 2006 be concurred in;

That the Chair and deputy Chair be authorized to make corrections and adjustments to the budget as needed; and

That the Chair submit same to the Standing Senate Committee on Internal Economy, Budgets and Administration.

All other expenses  $ 31,000
Total $ 775,000

The question being put on the motion, it was resolved in the affirmative.

At 1:12 p.m., the committee adjourned to the call of the Chair.
