The Standing Senate Committee on National Security and Defence met this day in camera at 9:40 a.m., in room 9, Victoria Building, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Banks, Kenny and Munson (4).

In attendance: From the Parliamentary Research Branch, Library of Parliament: William Price and Brigadier- General (Ret'd) Jim Cox, Analysts; Major General (Ret'd) Keith McDonald, Senior Military Advisor; Barry Denofsky, National Security Advisor; Inspector Harold O'Connell, RCMP Liaison Officer; and Captain (N) Peter Hoes, Colonel Pierre Boucher and Colonel Tom Watt, DND Liaison Officers.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 20, 2004, the committee continued its examination on the need for a national security policy for Canada. (See Issue No 1, Monday, October 25, 2004, of the committee's proceedings for the full text of the Order of Reference.)

In accordance with rule 92(2)(e), the committee considered a draft report.

At 12:15 p.m., the committee suspended its sitting.

At 12:30 p.m., the committee resumed its sitting in camera in room 7, Victoria Building.

In accordance with rule 92(2)(e), the committee considered its draft agenda.

At 1:30 p.m., the committee suspended its sitting.

At 1:35 p.m., the committee resumed its sitting in public in room 2, Victoria Building.

WITNESSES:

National Defence:

General Rick Hillier, Chief of the Defence Staff.

The Chair made an opening statement.

General Hillier made a presentation and answered questions.

At 3:21 p.m., the committee suspended its sitting.

At 3:25 p.m., the committee resumed its sitting in camera in Room 9, Victoria Building.

In accordance with rule 92(2)(e), the committee considered a draft report.

At 3:50 p.m., the Chair read a note indicating that Senator Meighen had no major problems with the report.

It was moved by the Honourable Senator Atkins that the committee adopt the draft report.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Munson that the Chair, in consultation with the Deputy Chair, be authorized to make minor editorial, stylistic and actual changes to the report as needed.

The question being put on the motion, it was adopted.

At 7:20 p.m., the committee adjourned to the call of the Chair.
