The Standing Senate Committee on National Security and Defence met this day in camera at 9:39 a.m., in room 9, Victoria Building, the Chair, the Honourable Colin Kenny, presiding.
Members of the committee present: The Honourable Senators Atkins, Banks, Kenny, Meighen, Munson and Nolin (6).
In attendance: From the Parliamentary Research Branch, Library of Parliament: William Price and Brigadier- General (Ret'd) Jim Cox, Analysts; Major General (Ret'd) Keith McDonald, Senior Military Advisor; Barry Denofsky, National Security Advisor; Inspector Harold O'Connell, RCMP Liaison Officer; and Colonel Boucher, DND Liaison Officer.
Also present: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 20, 2004, the committee continued its examination on the need for a national security policy for Canada. (See Issue No.1, Monday, October 25, 2004, of the committee's proceedings for the full text of the Order of Reference.)
In accordance with rule 92(2)(e), the committee considered its draft agenda.
At 10:05 a.m., the committee suspended its sitting.
At 10:09 a.m., the committee resumed its sitting in public in Room 2.

In accordance with rule 92(2)(e), the Committee considered its draft agenda.
At 1:10 p.m., the committee suspended its sitting.
At 1:34 p.m., the committee resumed its sitting in camera.
In accordance with rule 92(2)(e), the committee considered its draft agenda.
At 2:03 p.m., the committee suspended its sitting.
At 2:11 p.m., the committee resumed its sitting in room 2.
The Chair made an opening statement.

At 3:45 p.m., the committee suspended its sitting.
At 3:58 p.m., the committee resumed its sitting.

Brigadier-General S.M. Irwin made a presentation and answered questions with Colonel J.G.C.Y. Rochette and Commander K.B. Lait.
At5:22 p.m., the committee suspended its sitting.
At 5:25 p.m., the committee resumed its sitting in camera in Room 9.
In accordance with rule 92(2)(e), the committee considered its draft report.
It was moved by the Honourable Senator Nolin, That the Committee hold meetings on June 20, 21 and 22 at a location off Parliament Hill; and
That the Chair or his designate seek the necessary permission to hold these meetings.
The question being put on the motion, it was adopted.
It was moved by the Honourable Senator Banks, That the committee hold meetings on August 31 and September 1 and 2, or, failing that, September 14, 15 and 16 depending on the availability of members; and
That the Chair or his designate seek the necessary permission to hold these meetings.
The question being put on the motion, it was adopted.
