The Standing Senate Committee on National Security and Defence met this day, in camera, at 10:10 a.m., in room 9, Victoria Building, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Banks, Cordy, Day, Forrestall, Kenny, Munson and Nolin (7).

In attendance: From the Parliamentary Research Branch, Library of Parliament: William Price and Steven James, Analysts; Dan Turner, Consultant; Major General (Ret'd) Keith McDonald, Senior Military Advisor; Barry Denofsky, National Security Advisor; Inspector Harold O'Connell, RCMP Liaison Officer; Captain (N) Peter Hoes, Colonel Tom Watt and Colonel Pierre Boucher, National Defence Liaison Officers.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 20, 2004, the committee continued its examination on the need for a national security policy for Canada. (See Issue No. 1, Monday, October 25, 2004, of the Committee's Proceedings for the full text of the Order of Reference.)

In accordance with rule 92(2)(e), the committee considered its draft report.

At 11:45 a.m., the committee suspended its sitting.

At 11:50 a.m., the committee resumed its sitting.

At 1:15 p.m., the committee suspended its sitting.

At 2:00 p.m., the committee resumed its sitting.

At 4:00 p.m., the committee suspended its sitting.

At 4:05 p.m., the committee resumed its sitting.

At 5:10 p.m., the committee adjourned to the call of the Chair.

It was moved by the Honourable Senator Banks that the committee adopt the draft report.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Banks that Senator Nolin have license to edit the French version of the report accordingly.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Banks that the Chair table the report in the Senate at the earliest opportunity.
