The Standing Senate Committee on National Finance met this day at 6:25 p.m. to give clause-by-clause consideration to the Bill C-9, An Act to establish the Economic Development Agency of Canada for the Regions of Quebec.

The Deputy Chairman: Are honorable senators ready to proceed with clause-by-clause consideration of Bill C-9?

Hon. Senators: Agreed.

The Deputy Chairman: Shall the title stand postponed?

Hon. Senators: Agreed.

The Deputy Chairman: Carried. Shall clause 1 stand postponed?

Hon. Senators: Agreed.

The Deputy Chairman: Shall clauses 2, 3, 4 and 5 carry?

Hon. Senators: Agreed.

The Deputy Chairman: Shall clauses 6, 7, 8, 9 and 10 carry?

Hon. Senators: Agreed.

The Deputy Chairman: Shall clauses 11, 12, 13, 14 and 15 carry?

Hon. Senators: Agreed.

The Deputy Chairman: Shall clauses 16, 17, 18, 19 and 20 carry?

Senator Eggleton: I cannot turn the pages that fast.

The Deputy Chairman: Senator, you are new to the committee and we appreciate you being here. As an aside, we had an opportunity to meet with the minister yesterday to go through this bill in detail.

Senator Eggleton: I read his speech.

The Deputy Chairman: Shall clause 1 carry?

Hon. Senators: Agreed.

The Deputy Chairman: Shall the title carry?

Hon. Senators: Agreed.

The Deputy Chairman: Shall the bill carry?

Senator Ringuette: Yes, without amendment.

The Deputy Chairman: Shall I report the bill, without amendment, to the Senate at its next sitting?

Hon. Senators: Agreed.

The Deputy Chairman: Do you have other questions?

Hon. Senators: No.

Senator Nolin: I wish good luck to the Minister Saada.

The Deputy Chairman: Honourable senators, this bill will be reported to the chamber tomorrow.

I believe that Senator Eggleton is sponsoring both Bills C-43 and 48. We look forward to those bills arriving here as soon as possible. We have not been asked to sit out of our regular time slot.

Senator Ringuette: Yet.

The Deputy Chairman: As matters now stand, we will next meet at 9:30 on Tuesday morning if we have the bills. The Senate is sitting on Monday. We will all be here Monday.

Senator Eggleton: Monday evening could well see second reading. Bill C-43 will go through the House of Commons tomorrow on third reading, I am told, at three o'clock and will be rushed down to us very quickly thereafter.

The Deputy Chairman: First reading could be tomorrow if we get it in time and Monday evening could be second reading. Monday evening will be second reading of the supply bill as well, but it does not come here anyway.

Senator Eggleton: That is Bill C-43; we are not sure of the scheduling of Bill C-48 yet.

The Deputy Chairman: We are up in the air somewhat with respect to Bill C-48, but next week will be a busy week for the National Finance Committee. Rest up this weekend.
