The Standing Senate Committee on National Finance met at 9:35 a.m., this day, in room 9, Victoria Building, the Chair, the Honourable Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Biron, Cowan, Day, Harb, Mitchell, Murray, P.C., Oliver, Ringuette, Segal and Stratton (10).

In attendance: Odette Madore, Guy Beaumier and Alex Smith Research Officers, Library of Parliament; Tõnu Onu, Committee Clerk, Committees Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Monday, March 7, 2005, the committee continued its consideration of the examination of the Main Estimates laid before Parliament for the fiscal year ending March 31, 2006. (For complete text of the Order of Reference, please see Issue No. 14 of the proceedings of the committee.)

WITNESSES:

Treasury Board of Canada:

Charles-Antoine St-Jean, Comptroller General of Canada;

John Morgan, Acting Assistant Comptroller General;

Roger Scott-Douglas, Executive Director, Strategic Policy.

The Chair made a statement.

Mr. St-Jean made a statement and, together with Mr. Morgan and Mr. Scott-Douglas, answered questions.

At 10:12 a.m., Senator Day took the Chair.

At 10:16 a.m., Senator Oliver resumed in the Chair.

At 11:17 a.m., the committee suspended.

At 11:21 a.m., the committee resumed in camera.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, November 1, 2005, the committee continued its consideration of the examination of the Supplementary Estimates (A) laid before Parliament for the fiscal year ending March 31, 2006. (For complete text of the Order of Reference, please see Issue No. 30 of the proceedings of the committee.)

Pursuant to rule 92(2)(f) the committee met in camera to consider a draft report.

The Honourable Senator Harb moved that staff of senators' offices be permitted to stay in the room.

The question being put on the motion, it was adopted.

The Honourable Senator Ringuette moved that the draft report be adopted as the report of the committee on the Supplementary Estimates (A) 2005-2006.

The question being put on the motion, it was adopted.

It was agreed that the Chair present the report to the Senate today.

At 11:26 a.m., the committee adjourned to the call of the Chair.
