The Standing Senate Committee on Fisheries and Oceans met this day, at 7:10 p.m., in room 505, Victoria Building, the Chair, the Honourable Gerald J. Comeau, presiding.
Members of the committee present: The Honourable Senators Comeau, De Bané, P.C., Hubley, Johnson, Mahovlich, Robichaud, P.C., and St. Germain, P.C. (7).
Other senator present: The Honourable Senator Mercer (1).
In attendance: Claude Emery, Research Analyst, Parliamentary Research Branch, Library of Parliament.
Pursuant to the Order of Reference adopted by the Senate on Thursday, October 28, 2004, the committee continued its examination of issues relating to the federal government's new and evolving policy framework for managing Canada's fisheries and oceans. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1, dated October 7, 2004.)
WITNESSES:
Area 23 Snow Crab Fishermen's Association:
Gordon MacDonald, Managing Director;
Fred Kennedy, Consultant.
Mr. MacDonald made a statement and, with Mr. Kennedy, answered questions.
It was agreed that the document entitled ``Area 23 Snow Crab Fishermen's Association, Economic Viability — Sustaining the Fishery for the Long Term History and Proposals on Access/Allocation Issues — Submission to Minister Regan's Independent Advisory Panel on ENS Snow Crab'' dated January 2005, be filed as an exhibit with the Clerk of the Committee (Exhibit 5900-1.38/F1-SS-1, 4 ``8'').
At 9:04 p.m., it was agreed that the committee adjourn to the call of the Chair.

Hesquiaht Tribe:
Simon Lucas, Chief, and Member of the Aquatic Management Board.
Chief Lucas recited a prayer in the Hesquiaht language.
Mr. Day and Chief Lucas made statements and answered questions.
At 12:14 p.m., it was agreed that the committee adjourn to the call of the Chair.
