The Standing Senate Committee on Foreign Affairs met this day at 3:35 p.m. in room 9 of the Victoria Building, the Chairman, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Carney, P.C., Corbin, De Bané, P.C., Downe, Di Nino, Eyton, Grafstein, Mahovlich, Prud'homme, P.C., Robichaud, P.C. and Stollery (12).

Other senators present: The Honourable Senators Merchant and Peterson (2).

Also present: From the Parliamentary Research Branch of the Library of Parliament: Peter Berg, Analyst.

In attendance: The official Senate reporters.

Pursuant to the Order of Reference adopted by the Senate on Wednesday December 8, 2004, the committee continued to examine the development and security challenges facing Africa; the response of the international community to enhance that continent's development and political stability; Canadian foreign policy as it relates to Africa, and other related issues. The minister made a presentation and, with the help of Mr. Boothe, answered questions.

At 4:59 p.m., the committee recessed.

At 5:04 p.m., the committee reconvened.

Mr. Büttner and Mr. Maisonneuve made presentations and answered questions.

At 6:03 p.m., the committee adjourned to the call of the Chair.
