The Standing Senate Committee on Foreign Affairs met at 5 p.m., this day, in room 160-S, Centre Block, the Honourable Peter A. Stollery, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Corbin, De Bané, P.C., Di Nino, Downe, Eyton, Grafstein, Mahovlich, Prud'homme, P.C., Robichaud, P.C., and Stollery (11).

Other senator present: The Honourable Senator Johnson (1).

In attendance: From the Library of Parliament Research Branch: Blayne Haggart, Analyst.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 15, 2005, the committee began its study of Bill S-37, an Act to amend the Criminal Code and the Cultural Property Export and Import Act.

WITNESSES:

Canadian Heritage:

Eileen Sarkar, Assistant Deputy Minister, Citizenship and Heritage;

Lyn Elliot Sherwood, Executive Director, Heritage Group;

Kathy Zedde, Senior Policy Advisor, Heritage Policy;

Jean-François Bonin, Legal Counsel.

Department of Justice Canada:

Christopher Ram, Counsel, Criminal Law Policy Section.

Ms. Sarkar made an opening statement and, together with Ms. Zedde, Ms. Sherwood, Mr. Bonin and Mr. Ram, answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-37, An Act to amend the Criminal Code and the Cultural Property Export and Import Act.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

It was agreed that clause 7 carry.

It was agreed that the schedule carry.

It was agreed that the title carry.

It was agreed that the bill be adopted, without amendment.

It was agreed that the Chair report the bill, without amendment, at the next sitting of the Senate.

At 6:01 p.m., the committee adjourned to the call of the Chair.
