The Standing Senate Committee on Foreign Affairs met this day at 6:04 p.m. in room 160-S of the Centre Block, the Chairman, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Carney, P.C., Corbin, De Bané, P.C., Di Nino, Downe, Mahovlich, Prud'homme, P.C., Robichaud, P.C. and Stollery (10).

Also present: From the Parliamentary Research Branch of the Library of Parliament: Peter Berg, Analyst.

In attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, November 1, 2005, the committee undertook its study of Bill C-25, An Act governing the operation of remote sensing space systems.

APPEARING:

The Honourable Dan McTeague, P.C., M.P., Parliamentary Secretary to the Minister of Foreign Affairs.

WITNESSES:

Foreign Affairs and International Trade:

Paul Chapin, Director General, International Security Bureau;

Phillip Baines, Senior Policy Advisor, Science and Technology, Non-Proliferation and Disarmament Chemical, Biological and Conventional Weapons Division;

Bruce Mann, Senior Counsel, Justice Legal Services Division.

National Defence:

Lieutenant-Colonel Scott Johnson, Directorate of Space Development.

Mr. McTeague made a presentation and, along with Mr. Baines, Mr. Chapin and LCol. Johnson, answered questions.

It was agreed that the committee proceed with a clause-by-clause study of Bill C-25, An Act governing the operation of remote sensing space systems.

Agreed — that the title and clause 1 be allowed to stand.

At 7:26 p.m., the committee adjourned to the call of the Chair.

The Honourable Senator Carney, P.C., moved that Bill C-25 be amended at clause 21:

(a) on page 17, by replacing lines 29 to 41 with the following:

``The Minister of National Defence and the Solicitor General of Canada may not delegate the exercise of any of their powers under this act'';

(b) and by deleting lines 1 to 20 on page 18 of the bill.

The question being put on the motion, it was rejected by a show of hands:

It was agreed that Bill C-25 carry without amendment, with the following observations:

The Committee was advised by officials that it was not the purpose of clause 22 of the Act to second the use of a private sector satellite such as RADARSAT-2 without appropriate compensation.

It was agreed that the Chairman report the bill with observations at the next sitting of the Senate.

At 5:07 p.m., the committee adjourned to the call of the Chair.
