The Standing Senate Committee on Human Rights met at 4:05 p.m., this day, in room 160-S, Centre Block, the Honourable A. Raynell Andreychuk, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Carstairs, P.C., Ferretti Barth, Losier- Cool, Oliver, Pearson, Pépin and Poy (8).

In attendance: From the Research Branch of the Library of Parliament: Laura Barnett.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 3, 2004 the committee continued to its consideration of Canada's international obligations in regard to the rights and freedoms of children. (For the complete text of Order of Reference see proceedings of the committee, Issue No. 3.)

Judy Finlay, Chief Advocate and Manager, Office of Child and Family Service Advocacy, Toronto, Ontario;

Deborah Parker-Loewen, President of the Council and Children's Advocate, Children's Advocate Office, Saskatoon, Saskatchewan.

Office of the Children's Advocate, Manitoba:

Janet Mirwaldt, Children's Advocate.

At 4:05 p.m., Professor Leuprecht and Ms. Williams made statements and answered questions.

At 5:10 p.m., Mr. Noël and Ms. Finlay made statements and together with the other witnesses answered questions.

At 6:05 p.m., pursuant to rule 92(2)(e) the committee continued in camera to consider a draft budget.

It was moved by the Honourable Senator Oliver that the committee's mandate on its special study on the Rights and Freedoms of Children be extended to March 31, 2006 and that the ninth report of the committee be presented to this effect in the Senate.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Pépin that the committee's mandate on its special study on Canada's international and national human rights obligations be extended to March 31, 2006 and that the tenth report of the committee be presented to this effect in the Senate.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Oliver that the committee's mandate on its special study on the Federal Public Service be extended to March 31, 2006 and that the eleventh report of the committee be presented to this effect in the Senate.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Pearson that the committee's mandate on its special study on an invitation to the Minister of Indian and Northern Affairs be extended to March 31, 2006 and that the twelfth report of the committee be presented to this effect in the Senate.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Pépin that the four Draft Budgets of the committee

a) on its Special Study on the Rights and Freedoms of Children in the following amount of:

Professional & other services  $ 168,110
Transportation & communications $ 439,090
All other expenditures $ 300
Total $ 607,500

b) on its Special Study on Canada's international and national human rights obligations in the amount of:

Professional & other services $ 11,500
Transportation & communications $ 1,338
All other expenditures $ 300
Total $ 13,138

c) on its Special Study on the Federal Public Service in the amount of:

Professional & other services $ 2,000
Transportation & communications $ 500
All other expenditures $ 300
Total $ 2,800

 d) on its Special Study on an invitation to the Minister of Indian and Norther Affairs in the amount of:

Professional & other services $ 2,000
Transportation & communications $ 500
All other expenditures  $ 300
Total  $ 2,800

be accepted with some corrections and pending the extension of the mandates by the Senate and that the Chair present them to the Standing Committee on Internal Economy, Budgets and Administration.

The question being put on the motion, it was adopted.

At 6:35 p.m., the committee adjourned to the call of the Chair.
