The Standing Senate Committee on Human Rights met this day at 4:05 p.m., in room 160-S, Centre Block, the Honourable A. Raynell Andreychuk, Chair, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Baker, P.C. Carstairs, P.C., LeBreton, Losier-Cool, Oliver and Pearson (7).
In attendance: Laura Barnett of the Research Branch of the Library of Parliament and Jessica Richardson from the Committee's Directorate.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 3, 2004, the committee continued its consideration of Canada's international obligations in regard to the rights and freedoms of children. (For the complete text of Order of Reference see proceedings of the committee, Issue No. 3.)

Christine Colin, Medical Doctor specializing in Public Health;
Lorraine Fillion, Social Worker and family mediator;
Hugues Létourneau, Lawyer.
At 4:05 p.m. Ms. Colin, Ms. Fillion, Mr. Létourneau made statements and answered questions.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 3, 2004, the committee continued its consideration of the authorization to invite from time to time the President of the Treasury Board, the President of the Public Service Commission, their officials, as well as other witnesses. (For the complete text of Order of Reference see proceedings of the committee, Issue No. 2.)
WITNESSES
Privy Council Office:
Alex Himelfarb, Clerk of the Privy Council and Secretary to the Cabinet;
Wayne McCutcheon, Deputy Secretary to the Cabinet, Senior Personnel and Special Projects Secretariat.
At 5:10 p.m. Mr. Himelfarb made a statement and together with the other witness answered questions.
At 6 p.m., pursuant to rule 92(2)(e) the committee continued in camera to consider a draft agenda.
It was moved by the Honourable Senator Carstairs that concerning the study on Canadian Adherence to the American Convention on Human Rights, the committee hire Ms. Carol Hilling for the purpose of drafting the Interim Report and that her professional honorarium do not exceed $4,500 and that funds under code 0432 on the Budget be used to this effect.
After debate, the question being put on the motion, it was adopted.
At 6:02 p.m., the committee adjourned to the call of the Chair.
