The Standing Senate Committee on Human Rights met this day at 9:05 a.m., in the Imperial Room, The Lord Nelson Hotel & Suites, Halifax, the Honourable A. Raynell Andreychuk, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Oliver and Pearson (3).

Other senator present: The Honourable Terry Mercer (1).

In attendance: Laura Barnett of the Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 3, 2004, the committee continued to its consideration of Canada's international obligations in regard to the rights and freedoms of children. (For the complete text of Order of Reference see proceedings of the committee, Issue No. 3.)

WITNESSES:

Office of the Ombudsman of Nova Scotia:

Christine Brennan, Supervisor of Youth and Senior Services;

Sonia Ferrara, Ombudsman Representative of Youth and Senior Services.

Dalhousie Law School:

Professor Wayne MacKay.

IWK Health Centre:

Dr. Douglas McMillan, Professor of Pediatrics;

Jane Mealey, Vice-President, Children's Health;

Anne Cogdon, Director for Primary Health;

Dr. Ryan Thompson, MHSA Resident.

At 9:05 a.m., Ms. Brennan made a statement and together with the other witness answered questions.

At 10:10 a.m., Mr. MacKay made a statement and answered questions.

At 11:20 a.m., Dr. McMillan made a statement and together with the other witnesses answered questions.

At 12:15 p. m., the committee adjourned to the call of the Chair.
