The Standing Senate Committee on Human Rights met this day in camera at 4:10 p.m., in room 257, East Block, the Honourable A. Raynell Andreychuk, Chair, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Carstairs, P.C., Losier-Cool and Oliver (4).
In attendance: Laura Barnett of the Research Branch of the Library of Parliament.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 3, 2004, the committee continued its consideration of Canada's international obligations in regard to the rights and freedoms of children. (For the complete text of Order of Reference see proceedings of the committee, Issue No. 3.)
Pursuant to rule 92(2)(e) the committee met in camera to consider a draft report.
It was moved by the Honourable Senator Oliver that the draft report entitled “Who's in Charge Here? Effective implementation of Canada's international obligations with respect to the rights of children” be adopted subject to corrections.
After debate, the question being put on the motion, it was adopted.
It was agreed that the Chair table the report in the Senate on November 3, 2005.
At 4:55 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Human Rights met this day at 4:10 p.m., in room 160-S, Center Block, the Honourable A. Raynell Andreychuk, Chair, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Baker, P.C., Carstairs, P.C., LeBreton, Losier-Cool and Poy (6).
In attendance: Laura Barnett of the Research Branch of the Library of Parliament.
It was moved by the Honourable Senator Losier-Cool, that the Honourable Senator Sharon Carstairs be Deputy Chair of this committee.
The question being put on the motion, it was adopted.
Pursuant to rule 92(2)(e) the committee continued in camera to consider a draft work plan.
At 4:45 p.m., the committee suspended its meeting.
At 5:00 p.m., the committee continued in public.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 3, 2004 the Committee continued its consideration of its authorization to invite from time to time the President of the Treasury Board, the President of the Public Service Commission, their officials, as well as other witnesses. (For the complete text of Order of Reference see proceedings of the committee, Issue No. 2.)

Mrs. Barrados made a statement and together with the other witnesses answered questions.
