IE/2005-03-10/062(C) — Application for international travel — Senator Harb

Senator Harb made an application for international travel to attend, on behalf of the Senate, the 4th Conference of the Union of Science, Technology and Business to be held in Chile from April 21 to 24, 2005. It was agreed that the request be deferred to a future meeting and that Senator Harb provide more details on the Conference and submit the required application form.

It was also agreed that the International Travel Application be amended to ask what is the public interest and indicate where the different costs are to be charged.

IE/2005-03-10/063(C)(a) — Application for international travel — Senator Keon

Senator Keon made an application for international travel to attend the Pacific Health Summit in Seattle Washington from June 8 to 11, 2005.

It was agreed that a decision be deferred until later in the meeting and that Senator Keon be asked to absent himself at that time.

At 9:18 a.m., the committee resumed in camera.

IE/2005-03-22/066(P) — Consideration of request for international travel (Senator Rose-Marie Losier-Cool)

Senator Losier-Cool informed the committee of an invitation she had received from the Vice-President of the Senate of the Republic of France to attend a conference in Paris on April 14 and 15, 2005 of the "Mouvement Français pour le Planning Familial'' (French family planning movement). Women's rights, infant mortality, and sexual and reproductive health in France's international cooperation policy and within bodies of the Francophonie will be addressed. The conference will also constitute a 10-year review of the Beijing Conference from a Francophonie perspective.

Senator Losier-Cool's participation was particularly sought out due to her role as Vice-Chair of the Women's Network of the Assemblée parlementaire de la Francophonie and her work as Co-President of the Canadian Association of Parliamentarians on Population and Development. Further, Senator Losier-Cool noted that she has been active in the advancement of issues related to sexual and reproductive health and children's health.

Senator Losier-Cool stated that attending this conference would allow her to deepen her understanding of these matters, therefore providing her with a broader knowledge base when speaking to groups in Canada and would also provide the opportunity for her to interface with NGOs, international organizations such as WHO, and parliamentarians and other representative of developing countries from Africa as well as other francophone nations. As well, information related to development and sexual and reproductive health could be shared with the appropriate senatorial committees upon her return.

Travel costs would amount to $5,525 and the travel would take place from April 12 through 16, 2005.

Senator Losier-Cool was advised that the preparation and distribution of a report to the Senate would be a required if her attendance at the conference were approved.

Senator Stollery made a request for international travel regarding the Wilton Park Conference which he attended in Brighton, England from July 19-22, 2004. The total cost was $10,118.49. Senator Stollery was asked to absent himself while the committee considered the request in camera.

Senator Carstairs made a presentation and answered questions on her application for international travel regarding travel expenses for a meeting of the Interparliamentary Union (IPU) in Geneva from June 27 to July 2, 2005 which are not covered by either IPU Canada or IPU International. The total estimated cost is $7,656.24.

Senator Carstairs was then asked to absent herself, as review of such requests are considered in camera.

At 8:50 a.m., the committee proceeded in camera.
