The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:20 p.m., in room 257, East Block, the Honourable Lise Bacon, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bacon, Bryden, Cools, Mercer, Milne, Pearson, Ringuette and Rivest (9).

Other senator present: The Honourable Senator Callbeck (1).

In attendance: From the Library of Parliament, Margaret Young and Wade Raaflaub, Analysts.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 22, 2005, the committee began its consideration of Bill C-10, An Act to amend the Criminal Code (mental disorder) and to make consequential amendments to other acts.

APPEARING:

The Honourable Irwin Cotler, P.C., M.P., Minister of Justice and Attorney General of Canada.

WITNESS:

Justice Canada:

Catherine Kane, Senior Counsel/Director, Policy Centre for Victim Issues.

Mr. Cotler made an opening statement and, together with the other witness, answered questions.

At 6:17 p.m., the committee adjourned to the call of the Chair.

Centre for Addiction and Mental Health:

Dr. Padraig L. Darby, Deputy Clinical Director, Law and Mental Health Program.

Mr. Jeffcock made an opening statement and answered questions.

Mr. Gray, Ms. Deighton, Ms. Marrett and Dr. Darby made opening statements and, together, answered questions.

At 1:07 p.m., the committee adjourned to the call of the Chair.
