The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:07 p.m., in room 257, East Block, the Honourable Lise Bacon, Chair, presiding.
Members of the committee present: The Honourable Senators Bacon, Cools, Eyton, Joyal, P.C., Mercer, Pearson, Ringuette, Rivest and Sibbeston (9).
Other senator present: The Honourable Senator Nancy Ruth (1).
In attendance: From the Library of Parliament, Margaret Young and Robin MacKay, Analysts.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on. Monday, June 20, 2005, the committee began its consideration of Bill C-2, An Act to amend the Criminal Code (protection of children and other vulnerable persons) and the Canada Evidence Act.

Mr. Cotler made an opening statement and, together with the other witnesses, answered questions.
