The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:20 p.m., in room 257, East Block, the Honourable Lise Bacon, Chair, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Bacon, Joyal, P.C., Mercer, Ringuette, Rivest and Sibbeston (7).
In attendance: From the Library of Parliament, Margaret Young, Wade Raaflaub and Mary C. Hurley, Analysts.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Thursday, December 2, 2004, the committee began its consideration of the petitions tabled during the Third Session of the Thirty-seventh Parliament, calling on the Senate to declare the City of Ottawa, Canada's capital, a bilingual city and the merits of amending section 16 of the Constitution Act, 1867.

The committee discussed its future business.
It was agreed that the Chair send a letter to the Minister of Justice to express the committee's concerns with respect to the process proposed to select the next Supreme Court Justice.
Mr. Cousineau and Mr. Annis each made an opening statement and, together with Mr. Landry, answered questions.
At 6:30 p.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Andreychuk, Bacon, Ringuette, Rivest, Sibbeston and Zimmer (6).
In attendance: From the Library of Parliament, Margaret Young and Wade Raaflaub, Analysts.
Pursuant to the Order of Reference adopted by the Senate on Thursday, December 2, 2004, the committee continued its consideration of the petitions tabled during the Third Session of the Thirty-seventh Parliament, calling on the Senate to declare the City of Ottawa, Canada's capital, a bilingual city and the merits of amending section 16 of the Constitution Act, 1867.
Pursuant to rule 92(2)(e), the committee considered a draft agenda.
At 11:15 a.m., the committee adjourned to the call of the Chair.
