The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:10 p.m., in room 257, East Block, the Honourable Lise Bacon, Chair, presiding.
Members of the committee present: The Honourable Senators Bacon, Bryden, Cools, Eyton, Joyal, P.C., Milne, Ringuette and Rivest (8).
In attendance: From the Library of Parliament, Robin MacKay and Margaret Young, Analysts.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 15, 2005, the committee began its consideration of Bill S-39, to amend the National Defence Act, the Criminal Code, the Sex Offender Information Registration Act and the Criminal Records Act.

Public Safety and Emergency Preparedness Canada:

Mr. Graham made an opening statement and, together with General Pitzul and Ms. Campbell, answered questions.
