The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:10 p.m., in room 257, East Block, the Honourable Lise Bacon, Chair, presiding.

Members of the committee present: The Honourable Senators Bacon, Bryden, Cools, Eyton, Joyal, P.C., Milne, Ringuette and Rivest (8).

In attendance: From the Library of Parliament, Robin MacKay and Margaret Young, Analysts.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 15, 2005, the committee began its consideration of Bill S-39, to amend the National Defence Act, the Criminal Code, the Sex Offender Information Registration Act and the Criminal Records Act.

APPEARING:

The Honourable William Graham, P.C., M.P., Minister of National Defence.

WITNESSES:

National Defence:

Major-General Jerry Pitzul Q.C., Judge Advocate General.

Public Safety and Emergency Preparedness Canada:

Mary Campbell, Director General, Corrections Policy.

Mr. Graham made an opening statement and, together with General Pitzul and Ms. Campbell, answered questions.

At 5:55 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 15, 2005, the committee continued its consideration of Bill S-39, to amend the National Defence Act, the Criminal Code, the Sex Offender Information Registration Act and the Criminal Records Act.
