Your Committee has revised the October 2004 edition of the Rules of the Senate and, accordingly, tables an updated version dated October 2005, authorized by the Senate.

The Standing Committee on Rules, Procedures and the Rights of Parliament has the honour to table its
SEVENTH REPORT
Pursuant to its order of reference from the Senate dated June 22, 2005, your committee is pleased to report as follows.
1. On June 22, 2005, the Senate adopted the following motion that had been introduced by Senator Fraser:
That the Standing Committee on Rules, Procedures and the Rights of Parliament be authorised to examine and report on the participation of Senators by telephone or videoconference during public and in camera meetings of select committees.
2. Rule 96(7) of the Senate states:
Except as provided in these rules, a select committee shall not, without the approval of the Senate, adopt any special procedure or practice that is inconsistent with the practices and usages of the Senate itself.
Senators cannot attend or participate in the Senate by telephone or videoconference, and accordingly, the same rule applies to committee proceedings.
3. Your committee has examined this issue, and decided that no changes to the Rules of the Senate are required at this time.
