The Standing Senate Committee on Social Affairs, Science and Technology met at 11:04 a.m., this day, in room 705, Victoria Building, the Honourable Michael Kirby, Chair, presiding.

Members of the committee present: The Honourable Senators Callbeck, Comeau, Cook, Gill, Kirby, Milne, Pépin and Trenholme Counsell (8).

In attendance: From the Library of Parliament Research Branch: Howard Chodos, Research Analyst, Political and Social Affairs Division; Tim Riordan, Analyst, Political and Social Affairs Division.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 2, 2005, the committee began its examination of Bill S-18, An Act to amend the Statistics Act.

WITNESSES:

Statistics Canada:

Dr. Ivan P. Fellegi, Chief Statisticien of Canada.

Office of the Privacy Commissioner of Canada:

Ms. Jennifer Stoddart, Privacy Commissioner;

Mr. Raymond D'Aoust, Assistant Privacy Commissioner.

Ivan Fellegi and Jennifer Stoddart each made a statement. Together the witnesses answered questions.

It was agreed that the committee move to clause-by-clause consideration of Bill S-18.

It was agreed that the title stand postponed.

The Honourable Senator Comeau moved that Bill S-18, be amended in clause 1 on page 1, by replacing line 8, with the following:

``between 1910 and 1918 is no longer subject to''.

The question being put on the motion in amendment of the Honourable Senator Comeau, it was negatived.

It was agreed that clause 1 carry on division.

It was agreed that clause 2 carry on division.

It was agreed that the title carry.

It was agreed that Bill S-18 be adopted, on division.

It was agreed that the Chair report the Bill.

At 12:01 p.m., it was agreed that the committee adjourn to the call of the Chair.
