The Standing Senate Committee on Social Affairs, Science and Technology met in camera at 9:05 a.m., this day, in room 705 Victoria Building, the Honourable Michael Kirby, Chair, presiding.

Members of the committee present: The Honourable Senators Cochrane, Cook, Cordy, Gill, Kirby and Pépin (6).

In attendance: From the Library of Parliament Research Branch: Howard Chodos, Analyst, Political and Social Affairs Division and Tim Riordan, Analyst, Political and Social Affairs Division.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 7, 2004, the committee continued its examination on the state of the health care system in Canada, in particular issues concerning mental health and mental illness. (See Issue No. 1, Wednesday, October 20, 2004, for the full text of the Order of Reference.)

Pursuant to rule 92(2)(f) of the Rules of the Senate, the committee met in camera for the consideration of a draft report.

It was agreed that staff be permitted to stay.

At 10:15 a.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Social Affairs, Science and Technology met at 4:12 p.m., this day, in room 705 Victoria Building, the Honourable Wilbert J. Keon, Deputy Chair, presiding.

Members of the committee present: The Honourable Senators Callbeck, Gill, Keon, Pépin, Robichaud, P.C. and Trenholme Counsell (6).

Other senator present: The Honourable Senator Cowan (1).

In attendance: From the Library of Parliament Research Branch: Sonya Norris, Research Officer, Science and Technology Division and Kristen Douglas, Research Officer, Law and Government Division.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 30, 2005, the committee began its examination of Bill S-40, to amend the Hazardous Materials Information Review Act.

Yves Brissette, Chair, Council of Governnors.

Human Resources and Skills Development Canada:

Gerry Blanchard, Special Advisor to the Assistant Deputy Minister, Labour.

Canadian Labour Congress:

Bill Chedore, Coordinator, Health, Safety and Environnment.

The Honourable Robert Thibault made a statement. Weldon Newton made a statement.

Together the witnesses, with Sharon Watts, answered questions.

At 5:00 p.m., the committee suspended its sitting.

At 5:05 p.m., the committee resumed its sitting.

Yves Brissette made a statement. Together, the witnesses answered questions.

At 5:24 p.m., it was agreed that the committee adjourn to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 30, 2005, the committee began its examination of Bill S-40, to amend the Hazardous Materials Information Review Act.

It was agreed that the committee move to clause-by-clause consideration of Bill S-40.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 clarry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

It was agreed that clause 7 carry.

It was agreed that clause 8 carry.

It was agreed that clause 9 carry.

It was agreed that the title carry.

It was agreed that Bill S-40 be adopted, without amendment, and that the Deputy Chair report it at the next sitting of the Senate.

At 11:05 a.m., it was agreed that the committee adjourn to the call of the Chair.
