The Standing Senate Committee on Social Affairs, Science and Technology met in camera at 4:05 p.m., this day, in room 705, Victoria Building, the Chair, the Honourable Michael Kirby, presiding.
Members of the committee present: The Honourable Senators Champagne, Cochrane, Cook, Cordy, Gill, Keon, Kirby, Pépin and Trenholme Counsell (9).
In attendance: From the Library of Parliament Research Branch: Howard Chodos, Analyst, Political and Social Affairs Division, Tim Riordan, Analyst, Political and Social Affairs Division and Alex Smith, Analyst, Political and Social Affairs Division.
Pursuant to the Order of Reference adopted by the Senate on Thursday, October 7, 2004, the committee continued its examination on the state of the health care system in Canada, in particular issues concerning mental health and mental illness. (See Issue No. 1, Wednesday, October 20, 2004, for the full text of the Order of Reference.)
Pursuant to rule 92(2)(f) of the Rules of the Senate, the committee met in camera for the consideration of a draft report.
It was agreed that staff be permitted to stay.
The committee considered a draft report
At 5:30 p.m., it was agreed that the committee adjourn to the call of the Chair.

It was agreed that the committee move to clause-by-clause consideration of Bill C-28.
It was agreed, pursuant to rule 97(7), with leave of the committee, that the committee dispense with the clause-by-clause consideration of Bill C-28.
It was agreed that Bill C-28 be adopted, without amendment, and that it be reported at the next sitting of the Senate.
