The Standing Senate Committee on Transport and Communications met this day, at 9:34 a.m., in room 705, Victoria Building, the Chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Chaput, Fraser, Munson, Nolin, Phalen, and Tkachuk (6).

Other senator present: The Honourable Senator Adams (1).

In attendance: Allison Padova, Terry Thomas, and Joseph Jackson, Research Analysts, Parliamentary Research Branch, Library of Parliament; and David M. Black, Special Advisor to the Committee.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 14, 2005, the committee began its examination of Bill C-3, An Act to amend the Canada Shipping Act, the Canada Shipping Act, 2001, the Canada National Marine Conservation Areas Act and the Oceans Act.

WITNESSES:

Nunavut Eastern Arctic Shipping Inc.:

Suzanne Paquin, Vice-President, Nunavut Eastern Arctic Shipping Inc. and President, Transport Nanuk Inc.;

Guy St-Julien, Special Advisor on Government Relations to the President, Makivik Corporation;

Francis Schiller, Government Affairs Advisor.

Ms. Paquin and Mr. St-Julien made a statement and, with Mr. Schiller, answered questions.

At 10:48 a.m., pursuant to rule 92(2)(e), the committee proceeded in camera and, pursuant to the Order of Reference adopted by the Senate on Tuesday, October 19, 2004, considered its agenda relating to its examination of the current state of Canadian media industries. At 11:28 a.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Transport and Communications met this day, at 6:29 p.m., in room 9, Victoria Building, the Chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Adams, Eggleton, P.C., Eyton, Fraser, Hubley, Mahovlich, Munson, Nolin, and Phalen (9).

Other senators present: The Honourable Senators Chaput, Moore, and Watt (3).

In attendance: Allison Padova, Research Analyst, Parliamentary Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 14, 2005, the committee continued its examination of Bill C-3, An Act to amend the Canada Shipping Act, the Canada Shipping Act, 2001, the Canada National Marine Conservation Areas Act and the Oceans Act.

Charles Gadula, Director General, Marine Programs Directorate, Maritime Services;

Françoise Meloche, Counsel, Legal Services.

Mr. Lapierre made a statement and, with Mr. McDonald, answered questions.

At 7:03 p.m., pursuant to the Order of Reference adopted by the Senate on Tuesday, June 7, 2005, the committee began its examination of Bill S-31, An Act to authorize the construction and maintenance of a bridge over the St. Lawrence River and a bridge over the Beauharnois Canal for the purpose of completing Highway 30.

APPEARING:

The Honourable Jean-C. Lapierre, P.C., M.P., Minister of Transport.

WITNESSES:

Transport Canada:

Evelyn Marcoux, Director General, Surface Programs and Divestiture;

Régent Dickey, Manager, East, Highways and Borders, Surface Programs and Divestiture.

Mr. Lapierre made a statement and, with Ms. Marcoux and Mr. Dickey, answered questions.

At 7:30 p.m., the committee resumed consideration of Bill C-3.

Messrs. Gadula and McDonald answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-3, An Act to amend the Canada Shipping Act, the Canada Shipping Act, 2001, the Canada National Marine Conservation Areas Act and the Oceans Act.

It was agreed that the title stand postponed.

It was agreed that clauses 1 to 15 carry.

It was agreed that clause 16 carry, on division.

It was agreed that clauses 17 to 37 carry.

It was agreed that the title carry.

It was agreed that the Bill carry.

At 8:00 p.m., the committee proceeded in camera, pursuant to rule 92(2)(f), to consider a draft report.

It was agreed that the Chair and Deputy Chair, or their designates, be authorized to finalize the text of observations to reflect discussions.

It was agreed that the Bill be reported to the Senate without amendment but with observations.

At 8:16 p.m., it was agreed that the committee adjourn to the call of the Chair.
