The Standing Senate Committee on Social Affairs, Science and Technology met in camera at 4:15 p.m. this day, in room 705, Victoria Building, the Honourable Wilbert J. Keon, Deputy Chair, presiding.

Members of the committee present: The Honourable Senators Callbeck, Champagne P.C., Cook, Cordy, Eggleton, P.C., Forrestall, Keon (7).

In attendance: From the Library of Parliament Research Branch: Howard Chodos and Tim Riordan Raaflaub, Research Analysts, Political and Social Affairs Division.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 25, 2006, the committee continued its examination on the state of the health care sytem in Canada, in particular issues concerning mental health and mental illness.

Pursuant to Rule 92(2)(f) the committee considered a draft report.

It was agreed that staff be permitted to stay.

The Honourable Senator Champagne moved that the draft report of the committee entitled: ``Out of the Shadows at Last'' be adopted.

The question being put on the motion, it was adopted.

At 4:17 p.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Social Affairs, Science and Technology met at 4:02 p.m. this day, in room 705, Victoria Building, the Honourable Wilbert J. Keon, Deputy Chair, presiding.

Members of the committee present: The Honourable Senators Callbeck, Champagne P.C., Cochrane, Cordy, Eggleton, P.C., Fairbairn, P.C., Forrestall, Keon, Pépin, Robichaud, P.C. (10).

In attendance: From the Library of Parliament Research Branch: Sonya Norris, Research Analyst, Science and Technology Division and Marlisa Tiedemann, Research Analyst, Law and Government Division.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, May 4, 2006, the committee began its study of Bill S-2, to amend the Hazardous Materials Information Review Act.

APPEARING:

Steven Fletcher, Parliamentary Secretary to the Minister of Health.

WITNESSES:

Hazardous Materials Information Review Commission:

Weldon Newton, President and CEO;

Sharon Watts, Vice-President.

Steven Fletcher, Weldon Newton and Sharon Watts each made a statement. Together, all the witnesses answered questions.

It was agreed that the committee move to clause-by-clause consideration of Bill S-2, An Act to amend the Hazardous Materials Information Review Act.

It was agreed that the title stand postponed.

It was agreed that clauses 1 to 9 carry.

It was agreed that the title carry.

It was agreed that this bill be adopted without amendment.

It was agreed that the chair report this bill, without amendment, at the next sitting of the Senate.

The Honourable Senator Cordy moved that the following budget application for the committee's special study on mental health be approved for submission to the Committee on Internal Economy, Budgets and Administration:

Summary of Expenditures:

Professionnal and Other Services    $ 2,500
Transportation and Communications    10,000
All Other Services    42,000
Total:    $ 54,500

The question being put on the motion, it was adopted.

The Honourable Senator Cochrane moved that the following budget application for legislation be approved for submission to the Committee on Internal Economy, Budgets and Administration:

Summary of Expenditures:

Professionnal and Other Services    $ 6,000
Transportation and Communications    —
All Other Services    2,000
Total:    $ 8,000

The question being put on the motion, it was adopted.

At 5:14 p.m., it was agreed that the committee adjourn to the call of the chair.
