The Special Senate Committee on the Anti-terrorism Act met at 1 p.m., this day, in room 160-S, Centre Block, the Chair, the Honourable David P. Smith, P.C., presiding.

Members of the committee present: The Honourable Senators Andreychuk, Fairbairn, P.C., Fraser, Joyal, P.C., Nolin and Smith, P.C. (6).

In attendance: Wade Riordan Raaflaub, Analyst, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, March 28, 2007, the committee continued its study on Bill C-12, to provide for emergency management and to amend and repeal certain Acts. (For complete text of the Order of Reference, see Issue No. 4 of the proceedings of the committee.)

WITNESSES:

Federation of Canadian Municipalities:

Randy Goulden, Councillor, Yorkton, Saskatchewan, Chair of the Standing Committee on Community Safety and Crime Prevention;

Christian Laverdure, Deputy Director, Policy;

Joshua Bates, Policy Analyst.

Office of the Information Commissioner of Canada:

Alan Leadbeater, Deputy Information Commissioner;

Nadine Gendron, Legal Counsel.

Ms. Goulden made a statement and, together with Mr. Laverdure and Mr. Bates, answered questions.

At 2 p.m., the committee suspended.

At 2:02 p.m., the committee resumed.

Mr. Leadbeater made a statement and, together with Ms. Gendron, answered questions.

At 3:20 p.m., the committee adjourned to the call of the Chair.
