The Special Senate Committee on the Anti-terrorism Act met at 1:05 p.m., this day, in room 160-S, Centre Block, the Chair, the Honourable David P. Smith, P.C., presiding.

Members of the committee present: The Honourable Senators Andreychuk, Day, Fairbairn, P.C., Nolin and Smith, P.C. (5).

In attendance: Wade Riordan Raaflaub, Analyst, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, March 28, 2007, the committee continued its study on Bill C-12, to provide for emergency management and to amend and repeal certain acts. (For complete text of the Order of Reference see Issue No. 4 of the proceedings of the committee.)

WITNESSES:

Privy Council Office:

Rennie Marcoux, Assistant Secretary to the cabinet, Security and Intelligence.

Public Safety Canada:

Scott Broughton, Acting Senior Assistant Deputy Minister, Emergency Management and National Security.

Ms. Marcoux made a statement and, together with Mr. Broughton, answered questions.

At 2:12 p.m., the committee suspended.

At 2:15 p.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-12.

It was agreed that the title stand postponed.

It was agreed that clause 1 (short title) stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.
