The Standing Senate Committee on National Security and Defence met this day in camera at 2:15 p.m. in room 505, Victoria Building, the Chair, the Honourable Colin Kenny, presiding.
Members of the committee present: The Honourable Senators Atkins, Banks, Kenny, Meighen, Moore, St. Germain and Zimmer (7).
In attendance: From the Parliamentary Research Branch, Library of Parliament: Steven James and Melissa Radford, Analysts; Inspector Richard Haye, RCMP Liaison Officer; and Captain (N) John Gardam, DND Liaison Officer.
Also present: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Thursday, April 27, 2006, the committee continued its examination on the need for a national security policy for Canada. (See Issue No. 1, Tuesday, April 25, 2006, of the committee's Proceedings for the full text of the Order of Reference.)
WITNESSES:

In accordance with rule 92(2)(e), the committee considered its draft agenda.
It was moved by the Honourable Senator Banks that the Standing Senate Committee on National Security and Defence be empowered, in accordance with rule 95(3), to sit full days on Mondays, as determined by the committee with at least one member of the government and one member of the opposition voting in favour, no more than three times a month depending on the sitting schedule for that month, and, even though the Senate may then be adjourned for a period exceeding one week; and
That the Standing Senate Committee on National Security and Defence have the power to sit on Mondays even though the Senate may then be sitting, and that rule 95(4) be suspended in relation thereto; and
That the powers necessary to implement this schedule be sought from the Senate.
The questions being put on the motion, it was adopted.
At 3:08 p.m., the committee suspended.
At 3:12 p.m., the committee resumed in public in room 705, Victoria Building.
Ron Moran made a presentation and answered questions with Jean-Pierre Fortin.
At 4:15 p.m., Senator Meighen assumed the chair.
At 4:17 p.m., Senator Kenny resumed the chair.
At 5:30 p.m., the committee suspended.
At 5:35 p.m., the committee resumed in camera in room 505, Victoria Building.
